* Minch seems to hold more power than the mayor sometimes. He certainly has more work to do, overseeing many of the offices needed to make Dinotopia's government run smoothly. He is there as advisor to mayor Waldo, his yes-man when he needs coddling; and plays the tough one when duties need to be carried out. Cool and calm on the outside, he worries about all aspects of Dinotopia on the inside - he's all businhess.
